RCRA Hazardous Waste Disposal Site Audit, Confidential Client
Audited a Part B permitted RCRA hazardous waste disposal site to determine the facility's suitability as a repository for a confidential client's specific waste streams. The audit included a background review of the site and the operating contractors, interviews with state and federal regulatory agency personnel and site officials, and an on-site inspection of facility practices. Issues addressed during the audit were: construction features of the disposal cells; hydrogeology and hydrology of the site; the waste site's environmental monitoring program; compliance with state and RCRA regulations; and the operator's financial responsibility. Information was compiled into a detailed report and recommendations were made to the client concerning potential future liability for their waste stream.

Old Silver Bow Landfill, Butte-Silver Bow, Montana
Pioneer Technical Services, Inc. performs groundwater monitoring and construction oversight at this landfill currently being closed. Butte-Silver Bow County intends to close and develop the landfill and an adjacent property, which is part of a National Priorities List (Superfund) site, as one contiguous unit. The staff of Pioneer Technical Services, Inc. solved the problems associated with the assessment and closure of these two adjacent sites. This included negotiating with both solid waste and CERCLA regulatory staff. Pioneer Technical Services, Inc. prepared an assessment of corrective measures for the site that addressed RCRA requirements associated with groundwater contamination at the site and the CERCLA-mandated requirements associated with an adjacent property. Pioneer Technical Services, Inc. also updated the closure plan of the landfill to address both sites. Pioneer Technical Services, Inc. is currently preparing a preliminary design of a recreational facility for the closed, capped sites.

Solid Waste Disposal, Jefferson County Solid Waste Board
Completed an evaluation of Jefferson County's landfill sites in which possible solid waste management alternatives were identified and cost estimates for those alternatives were provided. Developed a report that offered guidelines for the action necessary to bring the county's solid waste management program into compliance with regulations.

ITRI RCRA Compliance, Albuquerque, New Mexico, DOE
Directed a comprehensive groundwater monitoring program for the Inhalation Toxicology Research Institute (ITRI) at the Sandia National Laboratory regarding possible impacts to groundwater from the facility's wastewater lagoons. Prepared a comprehensive hydrogeologic evaluation for ITRI to present to the State of New Mexico and DOE pursuant to RCRA groundwater compliance requirements.

Underground Storage Tank (UST) Removals/Closures
Performed numerous UST removals and closures throughout Montana for private clients and state agencies. Coordinated remediation of contaminated soils and groundwater when necessary.

INEL Waste Unit RCRA Closure Investigations, EG&G Idaho
Conducted field investigations to characterize several waste units and provided the data necessary to perform RCRA closures. This work was conducted under subcontract to EG&G, Idaho, for the DOE.

Pocatello Creek Landfill, City of Pocatello, Idaho
A preliminary investigation was done at this municipal landfill (closed since the 1970's) to address the State of Idaho's concerns that local groundwater was affected. Previous water quality data, driller's well logs, and local geologic data were reviewed. A sampling and analysis plan was prepared and selected domestic wells, surface water at the landfill, and Pocatello Creek were sampled. Analytical results were not definitive although it appeared that the landfill was degrading local groundwater. A Phase II groundwater monitoring plan was prepared to address the significant unresolved issues concerning the landfill site.

Colstrip Ambient Air Quality Audits, Montana Power Company
Assisted in conducting quality assurance audits on seven ambient air quality monitoring stations associated with the Colstrip coal-fired power generating facility. Audits constituted verification that station operators were conducting proper calibration of continuous SO2 and NOX analyzers and operation of a full compliment of meteorological equipment using standardized and traceable methods and test apparatuses.

Clark Canyon Fuel Spill Bioremediation Project
Recently completed the clean up of spilled diesel fuel at a truck accident site by stimulating indigenous soil microbes with nutrients and oxygen to mineralize the contaminants.

Nissler Spill Cleanup, Nissler, Montana
A 5,500-gallon mixture of gasoline and diesel fuel was spilled when a tanker truck rolled over on the exit ramp intersecting Interstate 90 and Interstate 15 near Nissler, Montana. Pioneer Technical Services, Inc. was hired by the insurance adjustor to provide technical input and to assist with all phases of clean up at the spill site. Under an accelerated schedule, the staff of Pioneer Technical Services, Inc. evaluated remedial alternatives for soil and groundwater remediation, developed the cleanup work plan, assisted in preparing contractor bid specifications, and provided construction management/oversight during the field activities.
